Dave Wallen

Innovative, proactive, and versatile leader with a proven 30+ year track record of successful leadership experience building high performance cohesive teams serving the Intelligence Community (IC), Department of Defense (DoD), federal civilian government agencies, and commercial clients achieving our nation’s most sensitive mission requirements.  Proven strategy, business development, program capture (over $7B in wins) and execution experience supporting mission, information operations, and fully outsourced managed services solutions in diverse domestic and international environments.

Dave successfully built and led technical services and product teams in several industry leading public and private companies consistently meeting or exceeding annual operating plan metrics.  He has experience on both the Buy and Sell side of Mergers and Acquisitions, as well as managing the integration of multiple companies into larger parents. He currently leads Wallen Strategies LLC, providing strategy consulting and mission support to the IC. Prior to that he joined KeyW to rebuild KeyW’s Advanced Cyber Operations Sector (ACOS) and position the company for sale. He developed a comprehensive cyber strategy, and personally led the strategic capture of a $218M takeaway win, as well as several other critical wins resulting in a 3.6:1 Book-to-Bill ratio. Dave’s strategy and execution propelled the company for a successful sale to Jacobs at a record valuation.

 

Dave joined KeyW from ManTech, where he was senior vice president of the Cyber Operations and Exploitation Solutions Division, building and growing the pure play offensive cyber business to more than $1.2B in lifecycle contract value. Before ManTech, Dave held leadership positions at BAE Systems and Price Waterhouse. He also served as an advisor to senior government leadership on cyber domain policy, considerations, challenges, and recommendations.

 

Dave has worked with customers across the intelligence community, including the National Security Agency (NSA), Central Intelligence Agency (CIA), National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), and Defense Intelligence Agency (DIA); Defense customers including the Joint Staff, U.S. Special Forces, United States Air Force (USAF), United States Marine Corps (USMC), Defense Advanced Research Projects Agency (DARPA) and Army Intelligence and Security Command (INSCOM); and Federal Civilian/Law Enforcement customers to include the House of Representatives, Federal Bureau of Investigation (FBI), Treasury Department, Bureau of Labor and Statistics (BLS), Internal Revenue Service (IRS), and the U.S. Courts. He also has successful experience developing enterprise systems to support commercial clients including Weight Watchers, Lowes, and Performance Food Group (PFG).

 

Dave has a Master’s of Business Administration from Golden Gate University, a Bachelor of Business Administration from James Madison University, and is a certified Project Management Professional. Dave also holds leadership development achievements from Wharton and Oxford Saïd business schools and started his career as a U.S. Marine Corps officer.
