Ralph has 15 years work experience in industry, most recently as a consultant, and previously, the Director of Strategy and Business Development for General Dynamics’ $400 million Intelligence Systems Line of Business. Previously, he advised an AT&T-led alliance (AT&T, IBM, Lockheed Martin, SAIC) in a $2 billion proposal for outsourcing of NSA’s Information Technology infrastructure. He was Vice President of Litton/TASC $100 million Systems Engineering Group supporting NRO SIGINT Directorate.
Ralph also has 25 years work experience with the National Security Agency and had extensive dealings within the DOD and the Intelligence Community. He retired in 1997 from Civil Service as NSA’s Assistant Deputy Director for Plans, Policy and Programs – a level 5 Senior Executive Position. He has 6 years hands-on experience shaping the programs and budget of NSA and related organizations involved in signals intelligence and information security. He led the development of an integrated framework to unify the processes of requirements generation, strategic planning, PPBS, and systems acquisition. He was Director of Program and Budget from 1986 to 1989. With 11 years of experience as Senior Executive directing SIGINT systems development, deployment and testing, he led several organizations developing high-performance SIGINT systems.
On occasion, Ralph represented NSA to the Defense Science Board and NSA’s Scientific Advisory Board. He is especially knowledgeable of NSA’s interaction with Congress, the Administration, international intelligence organizations, and industry. He is experienced in preparing and presenting Congressional testimony.
Ralph is a Graduate of Industrial College of the Armed Forces (1982). He holds a Masters Degree with honors in Probability Theory (1969) and a Bachelors Degree with honors in Mathematics (1965). He was awarded the President’s Distinguished Executive Award (1993) and the President’s Meritorious Executive Award (1987). He is a Life Member of the IEEE.
Ralph resides in Ellicott City, Maryland, with his wife Jane, who is the founder and Director of the Maryland Coalition of Families for Children’s Mental Health. They have five children and five grandchildren.
