Leon joined MasterPeace Solutions, Ltd. as President on August 4, 2008. The company is focused on Expert Software Solutions, Knowledge Discovery, and Enterprise Systems Engineering predominantly supporting the National Security/Intelligence Community market segment. The company employs a cadre of senior technology specialists recognized as experts in their respective disciplines. His role will be to leverage their talents maximally towards solving challenging problems facing the community, growing the company responsibly, and building unique technological capabilties that result in novel solutions.
Prior to joining MasterPeace Solutions, Leon was employed with General Dynamics since 1985. His last position was Acting Vice President and General Manager for the Intelligence and Exploitation Systems strategic business unit at General Dynamics Advanced Information Systems. This unit developed end-to-end system solutions meeting the war fighter and intelligence requirements of the U.S. Department of Defense, the U.S. intelligence community, and their international mission partners. Prior to this position, Leon was Deputy Vice President and General Manager for the unit, where he was responsible for business development and business operations across the unit’s eight major locations. He was also Deputy Director of the Intelligence Systems line of business. His accomplishments include leading winning proposal teams, securing major National Security Agency program contracts and strategic alliances. He led prime contractor efforts for the agency’s transformation programs and strategic alliance efforts involving nine teammate companies providing a wide range of technical and support components.
Prior to General Dynamics, Leon worked in the U.S. Department of Navy managing major submarine electronic warfare development and production programs in areas including requirements development, source selection, contract negotiation, contract management and fee determination.
Leon served in the U.S. Air Force, leaving with the rank of Captain. While in the Air Force, he managed a number of USAF electronic warfare support programs and participated in management of the Gemini manned space flight program.
Leon is currently a member of ASBC, AFCEA, and INSA.
Leon holds a Master’s degree in Electrical Engineering from Colorado State University and a Bachelor’s degree in Electrical Engineering from St. Louis University.
